ELFEC, one of Bolivia’s leading electric utility companies, launched a strategic modernization initiative to support the adoption of electric vehicles and sustainable mobility. Following the national regulatory push for clean energy transportation, ELFEC required a complete digital platform to manage electric vehicle charging stations (electrolineras) across Cochabamba.

The company needed an integrated ecosystem capable of managing charging operations, customer payments, georeferenced charging stations, energy consumption, and real-time monitoring through mobile and web channels.

The project also required integration with ELFEC’s existing eCommerce platform, billing systems, payment gateways, and charging station hardware using industry-standard communication protocols.

The project presented significant technical and operational challenges due to the complexity of integrating multiple platforms, payment systems, and physical charging infrastructure into a unified ecosystem.

ELFEC needed a scalable architecture capable of supporting mobile applications, administrative web portals, eCommerce integrations, and real-time communication with charging stations using the OCPP 1.6 protocol.

Another critical challenge was ensuring accurate real-time synchronization between charging sessions, customer balances, energy consumption calculations, and billing processes. The platform had to support multiple charging models based on time, energy consumption (KWh), and monetary amount while dynamically recalculating costs according to configurable tariff structures and charging schedules.

Additionally, the solution required high operational reliability because interruptions during charging sessions, payment confirmations, or hardware communication could directly affect customer balances and service continuity. ELFEC also required centralized administration capabilities for transaction recovery, emergency stop operations, tariff management, payment reconciliation, and operational monitoring across multiple charging stations and customer channels

Salamanca Solutions International built a complete smart charging management ecosystem integrating a cross-platform mobile application, a web administration portal, an eCommerce platform, and an OCPP 1.6-based integration module for real-time communication with charging stations.

The mobile app enabled customers to purchase charging credit, locate nearby stations through georeferenced maps, monitor sessions in real time, and access billing history. The OCPP 1.6 module enabled real-time control of charging sessions, emergency stop operations, and energy consumption synchronization. QR and CyberSource payment integrations were implemented alongside dynamic tariff management, balance correction, failed transaction recovery, and automated invoicing.
