ELFEC revolutionizes its customer service by modernizing its payment method

Context
ELFEC, one of the main electric utility providers in Bolivia, serves customers across 16 provinces and 47 municipalities in Cochabamba. As part of its digital transformation strategy, the company identified the need to modernize its online payment ecosystem to improve customer experience, increase payment accessibility, and strengthen operational reliability.
The existing payment platform relied on legacy integrations and offered limited payment flexibility, particularly for non-registered users.
ELFEC required a scalable and secure solution capable of integrating multiple payment channels, including bank cards through CyberSource and QR-based payments, while ensuring interoperability with its commercial billing systems and maintaining transactional integrity across all payment operations.
The main challenge was the migration of the existing online payment platform from PAYME to CyberSource without affecting ongoing customer operations or compromising transactional security.
The project also required the implementation of QR payments and support for both registered and non-registered users, significantly increasing the complexity of the payment workflows.
Additionally, ELFEC needed to ensure full synchronization between the payment gateway and the commercial billing platform so that every successful payment would automatically reconcile pending invoices without duplication or inconsistencies. The platform also needed to guarantee high reliability in the presence of integration failures involving banking services, QR providers, or internal web services. From an operational perspective, the company lacked centralized monitoring and reporting capabilities for failed transactions, incomplete payment cycles, and payment channel performance. Scalability, auditability, and transactional traceability became critical requirements due to the large number of daily users interacting with the billing platform.

Salamanca Solutions International designed and implemented a modernized digital payment ecosystem for ELFEC. The legacy PAYME integration was migrated to CyberSource, enabling secure debit and credit card processing for both registered and anonymous users. QR payment capabilities were integrated via the BNB Simple QR platform.
SSI implemented end-to-end payment orchestration logic covering invoice reconciliation, duplicate transaction prevention, and automated digital billing in PDF format. A Control and Management Module provided centralized monitoring of failed transactions, incomplete payment cycles, integration errors, and service interruptions across all payment channels.
